Foot pads have a thick scab looking thing

I have a cockerel coming of age and decided to take him out of the grow out pen. I picked him up and thought he had poop on his feet but it wasn't. Both soles of his feet have a think dark brown scab looking thing. I tried soaking and washing it off but nothing. Hard as could be. To I tried to peel it off and it bled so for now, I packed both soles with Prid Salve and put him in a wire cage. He's been on a dirt floor coop but it's not been muddy

What is this and how do I treat it?

I can take pics but I'll have to wash the Prid off.

If it's not bumblefoot, it could be footpad dermatitis. Here's a link:

Avian Super Pack should treat it. Dosage is 1/4 teaspoon per gallon of water for 5 days. You can give it to all your birds if you wish.
