Foster pup possible UTI?

Soooooooooo, we’re currently fostering with intent to adopt and this is our first day home with this pup. She’s crate and (supposedly) house trained. She’s a large breed roughly 6-7 months. She’s active and attentive but VERY thirsty. Constantly. She also relieves herself every 20-30 minutes without control. Every time we take her out, she can only go a few steps before peeing. It’s never a huge amount, not what I think a dog of her size would normally relieve. Sometimes it’s only a few drops. We’re curious about her spay status as she’s whining and can’t seem to comfortably lay down. Thinking back, she also seemed a little warm. I’m just curious if she could possibly have a uti.
 
A UTI seems like a good guess, female dogs are more prone to them than males, and sometimes puppies get them frequently and then grow out of it. A vet might have you collect a urine sample to test it.

Sounds like the same symptoms my dog had when she had a urinary tract infection.
 
We learned from the foster that she wasn’t acting like this the day before and said she was acting normal. They also said she was spayed months ago even though she’s only 6-7 old?? I also can’t find a tatoo to actually confirm that she’s actually spayed. Since we haven’t officially adopted her yet, they didn’t give us her medical history. She made it through the night without accident. The foster suggested that it’s just nerves but I’m still suspicious of a uti.
