He may just be young and not fully crowing yet. Odds are, he will. It sounds like you should start trying to find a home for him now. It's the responsible thing to do if you aren't allowed to have chickens in your city.

Yes he's definitely very young. I have some calls out to farm friends about him now. He's very sweet, snuggles and everything... So I hope finding a lap rooster a home will be easier than not.

Sounds great! Yeah it's always easier when they are friendly. If they are mean,they usually end up in the soup pot lol. He seems sweet. I wish you luck!
