Found guilty of housing ducks, council and magistrate said chickens and ducks are non domesticated

I was found guilty of housing ducks in Chicora Borough,PA If I do not get rid of the ducks in two weeks, the local magistrate will fine me $6000.00. The borough maintains that ducks, geese, chickens are non domesticated animals and the magistrate agreed with them. Furthermore the citation is for a wrong tax property. This is the most ridiculous thing I have heard for a very long time! If chickens aren't domesticated what is???? If it (citation) is written for a tax property that isn't yours, I wouldn't pay it. Return it to sender addressee unknown.
