I'm not sure by looking at it but I Googled it and it has something to do with chains like you said.

My NGSE duckduckgo said something about a chain hook. Now, why would anybody rivet something so fragile as a stamped aluminum plate onto a chain or chain hook? Sounds like government regulation inaction again ...
