Fowl pox?

I just got two roosters from someone the other day after hawks got mine not long ago. They are quarantined together in a tractor I built, they seem healthy but have some marks on them. Black spots on their combs and kind of dry, scaly looking legs. Is this normal?

It could be fowl pox. I would keep all of new the chickens you got quarantined for quite a while more than you would normally, just in case. Fowl pox takes a very long time to travel through a coop, so you may get cases popping up months after the first one. Make sure they don't show any new issues or start acting strangely. You could get the healthy chickens vaccinated, to try and prevent them from catching it.
