free-range liability

Why would a stray cat who took up residence in my barn because it found food and water not bring a liability on me but the chickens who basically do the same, as they are totally free range, do. I cannot stop someone from killing them on their land and I have no right to search their property for eggs. They provide the whole neighborhood with pest control by eating bugs, mice and any sparrow they can. If they start feeding them and some decline to return I have no rights to retrieve them. Yet, when some distracted driver hits one and makes a claim to his insurance, mine actually pays it.
They are'nt licensed like dogs nor tagged like livestock. Their range appears to be a half mile by about 600' but may be more in high crops.
