No he is not, he has feathered legs.

Some EEs have feathered legs. Look at Green Queens for example.

I also have a couple EEs that have light leg feathering. One is a Cuckoo EE, that lays pink eggs, the other is a rooster that hatched from a brilliant blue egg.

So he could be an EE then, but he does not look like a Green Queen. He looks like an EE mix.
