Frizzle or bad feather day?

3 week old barnyard mix Roo. Mom was Olive Egger, likely a cuckoo Marans and Cream Legbar. Dad was a Polish mix of a Tolbunt Roo over blue laced polish.

What is going on with his feathers? None of the other 13 look so messy with ruffled feathers.

Can you get a spontaneous frizzle? I know the frizzle gene is dominant but I don’t have any in my flock. Can it actually skip a generation?
