Frizzle or bad feather gene?

3 week old barnyard mix Roo. Mom was Olive Egger, likely a cuckoo Marans and Cream Legbar. Dad was a Polish mix of a Tolbunt Polish Roo over blue laced frizzle polish.

What is going on with his feathers? None of the other 13 look so messy with ruffled feathers.

Can you get a spontaneous frizzle? I know the frizzle gene is dominant but I don’t have any in my flock. Can it actually skip a generation? That doesn’t look much like a frizzle to me. The feathers on the wing are normally more curved by this age and tend not to grow in strait like that.
 
Well, not super smooth but not frizzled either. There are two birds that came out like this. Looks like they’ve had a soft body wave perm. Just the feathers from neck and back/shoulders. They are 7 weeks now and continue to watch how they are feathering out. They’ve got medium size crest now with muffs and beard.
