I had several quail chicks fully developed, but did not pip and died. I only found one article that said possible reason "Humidity". but did not explain higher or lower humidity. I honestly do not think it is low humidity as I keep it to 65-75% during lockdown. Any other reasons?

What is your humidity during days 1-18. I had this happen to me with chicken eggs. It was suggested to keep humidity between 30-45 for days 1-18 and 55-60 on lock down.

For quail - days 0-13 - 50%
days 14 -Lockdown at 60-75%
I have chicken right now in the incubator, days 0-17 - 37.7C and 35-45% humidity.
I am planning to do lockdown on day 18 and increase the humidity to 60-75%

It could also be bad genetics in the eggs you have. Or if your temperatures are off.

Right.. I had the impression (may be wrong) that bad genetics produce malformed chicks. The temperature is 37.8C... per the incubators. Or you mean temp fluctuation?
It can cause week chicks, or death in the shell as well.
