Garden statue fixers Please help Can anyone help me fix this??

This statue is about 6 years old. it was a wedding gift for my daughter from my mother who passed away last March. I would like to be able to fix it for her as she has left it in my custody hoping for that exact thing.
I am not sure what she is made of she is hollow. but does not need to remain so
and very light to keep her standing we burried her to her feet. when chunks started to fall off we laid her in the shade.

Please if you have any suggestions or Ideas I am willing to try them.

Fill with plaster-build up areas on the outside where pieces are missing-exterior paint/sealant.
