Gender? (Better pic of stubborn chick)

Yesterday I posted pics of 3 chicks, 13 weeks old, unknown breed. This is the third one again, due to yesterday's poor photo. It was much easier taking a video and grabbing screenshots off it! So this chick is half the size of the two boys but I can't tell the gender.

13 weeks?? I don’t see much that says male at this time but the feathers seem a little floofy so it’s harder to tell- it looks a little immature I guess, but since you don’t know the breed. I’d say pullet for now.

It's always been a lot smaller than the others. It used to worry me but it eats and drinks normally. No physical signs of anything wrong. (Do chickens ever have a runt, like dogs do??)
