GLW, is this something genetically wrong or is it normal? PICS

This GLW is almost 7 weeks old. I bought two of them at the same time as sexed pullets. One is beautiful and fully feathered, but the other looks horrible. This is not the result of feather picking! This chick has never feathered out and is in fact bare in several areas of its body now. Is something genetically wrong with it or is this normal with some breeds of chickens. Also I am questioning that this is in fact a pullet, what do you guys think?

It looked like all the other normal chicks when I got it. I started noticing how it wasn't feathering when it was about 3 weeks old and the others were getting wing feathers and everything. Now it has lost its down feathers and getting nothing in to replace it except around the neck area and a few sparse other areas. You can see how some of the down feathers just seem to keep growing and get longer. I can't figure it out.

it looks like a pullet
but it has a modifying gene in its make up that is for no feathers
my frizzle had that and if mated exclusively to another frizzle would breed the feather folicles off the bird
it never will have correct feathers to live out its life with
so you have to be prepared to house in cool summer warm winter building
as it will sun burn in summer and freeze in winter
