Golden Laced Wyandotte fluff muff on tail

Hello all! I have a golden-laced Wyandotte hen that is about 3 years old. She has some fluffy gray feathers on her tail section that have never grown out into typical tail/body 'grownup' feathers. She produces eggs and acts normal, but I've always been curious if anyone else has seen this? See photo of Lacey attached.

Looks as if a flock mate has been feather pecking/plucking her.

They are probably eating them
