Is this a concern? It is in the 50s Fahrenheit.

It is possible she just has a lot of feathers down there and they poof out. If you are really worried about a parasite you could send a poop sample in to your local vet to get it tested. I wouldn't worry though, I just trim the covered feathers away.
 
Heres what @EggSighted4Life said to me about my broody hen with the same issue:

How long has she been broody for already? What is her "normal" feed? Is this her first broody adventure, and what is her age? How many flock mates?

Give her a bath with some warm water and use dawn dish soap if need to help break up any stuck on solidified poo chunks. I use running water in my sink.. but it does sometimes take a little soaking. Lots of ladies need help about once a year to clean up their bumms. Sometimes it's just a trim. But since you want her to brood... I would clean her up, blow dry.. keeping your hand in between to insure it isn't excess heat that will burn.

Make sure you take this chance to look for any creepy things running away... after dark, use a flashlight... suggest doing this BEFORE the bath and get a picture IF you have any parasite load.

Suggest using a flock raiser or starter feed with oyster shell on the side for entire flock... if currently using "layer".

If she hasn't been sitting forever... and she has a formulated ration not diminished by excess treats... then supplements are not needed. IF she needs a little help... my two preferred supplement are... Poultry Nutri drench or Rooster Booster brand Poultry Cell (product).

Once you get her cleaned up and ready... take care of any others who appear to have dirty bumms.
