Whatever it is, the predator is getting his lil paw in to the chickens. So wherever there are small openings should be reinforced with something strong and smaller than a predators paw. I like to use welded wire with 2"x4" spaces and they make them smaller. Your neighbor can reinforce these bars with such welded wire. That should help with a predator reaching in and snatching them through bars.
