Greasy residue on chicken's feathers?

Since we seeded our yard, the chickens have been in their pens for 6 weeks, not free-ranging. When I let them out the other day, I noticed many were molting but one wasn't--she has this white-ish coating on her head and feathers like she's been sprayed with something (but she hasn't). So, the questions are what is it? and what might I do about it? Day after day, it's not changing or seeming to go away.
 
Are you sure it's not pin feathers? One of my Sebrights looked liked a little old lady while her pin feathers were growing out. Both my white cochins have areas that look greasy at first glance, but are obviously patches of pin feathers when I look more closely.
