Green feathers

I have 5 RIR's all nice looking, one much bigger than the rest and she has green in her breast and tail is this normal?

No it's not 'normal' but it's nothing to worry about or to make her less of a RIR. It's just a stray green feather, they get green tail feather's if they're really dark, so I would think that anywhere else on their body is the same type of thing.
