Ground cover for coop

Are pine (not cedar) wood chips ok for ground cover? I have thirteen hens in 200 sq ft outdoor run with coop enclosed within. Frequent rain keeps ground muddy and straw is breaking down immediately. Is there a better ground cover than chips?

Sand. I tried straw, needles and chips but nothing drains like sand mixed with crushed rock.
