If I fill my feeder with laying pellets my chickens won't touch it. Is it ok to just feed them the pellets on the ground like you would scratch feed?

yes as long as you keep your pens clean they will do just fine
Your birds must be pampered or full.
If they are chickens, they'll attack it if they are hungry....
