Growth on head

This is Stella, she is a one year old polish hen. About 3 days ago I noticed her top hat was wet, it had been raining. Her feathers were still wet the next day that is when I noticed she has a growth. Any Idea's as to what this is and how to treat? No other symptoms.

Could it just be the comb? I dont know how polish combs grow in normally since ours got her's late (and only grew one side of the V, Lol)

I don't think so. It's looks like a skin tag that we would get. It is red, like it is bothering her. I don't know if it is draining causing the wet feathers??
