Hatch day, deformed air sac? Quails

I have two baby quails. One is hatched and scooting around. The other well..I've done a float test and got a wobble. But when I candled the egg it has a chick inside but I've noticed the air sac is slanted and much bigger than the chicks room. Looks kinda smooshed. No movement, no peeps. It's only day 17 but I'm wondering if I should wait on this one or will it need an assist or is it probably already a goner. But mainly my question is is that a normal egg or is it haveing issues.? Is there a name for this problem? Sorry my writing is always confusing.
