Hatch day

It's hatch day and all my quail eggs hatched yesterday but one. I can still hear it in the egg like a piping sound and the pip has not continued
Should I help

People have mixed thoughts on assisting hatch. Did it pip the outside shell? Or just inside? If it has been 24 hours and no external pip, I would poke a tiny air hole in the fat end of the egg so the chick can get fresh air. Then let it do its thing.
