If it's for ducks or geese - Metzer sends along a heat pack so you can order as few as two.

It was probably MyPetChicken. Ideal has a small minimum, too.. 25 dollars of poultry. That's about 9 chicks or so. XTreme Gamebirds (www.xtremegamesbird.com) has a minimum of 5 chicks per breed/sex, and 25 total. I ordered from them before. Their quality is superb for a hatchery, though.
