Hatching chick premature!!!!! HELP!!!

I thought that this chick was peeping because there was a hole and it had not made any progress in about a day in an half so my mom started cracking it open and the air sack hadnt been broken and there was some blood (a broken vain) and my mom said she saw it moving but we dont think its fully developed..... So we covered the crack with some tape. Is there anything we should do? Please help me!!!!!!
 
I personally have not dealt with this, but I did run across something on the web that says, "If for any reason you see blood from the membrane-STOP. Put the egg back in the bator, and wrap the very wet, warm washcloth around the exposed zip you have created. Be careful to not completely cover the beak, but cover as much of the exposed membrane as you can to soften it up. Lay the pipped BEAK area on its side or facing up-not facing down-keep in mind the chick is breathing AIR at this point and will need to have an open uncovered access to breathe.
