Hatching success is low

My incubator can hold 24 chicken eggs and usually 6-8 or not fertile. But my hatch rate is maybe 3-6 chicks. What am i doing wrong? They look fine after candling, moving, active ....then when they hatch i lose alof of them. I am using the R-Com Suro 20, automatic. Humidity 45 first 18, then 65 last 3. That is what the unit calls for when hatching chicken eggs. Any suggestions??
