Hatchling can't detach from umbilical cord

Hello All!
Thank you for this forum. I have a chick that is nearly 48 hours old that can't detach from its umbilical cord and can't stand up straight. Super alert and super active but its as if he has scoliosis. It is kinda contorted to the right and its right leg is weak or won't straighten up. If i support his right side he can stand. Is this a hatching problem. Can I rehab the little squirt? He is a runt, smaller egg than the siblings and thus smaller chick. Do hatching conditions affect leg development?

I'm sorry no one has answered. How is your little chick?
 
Is he falling over? If so place his butt in a cup with a paper towel at the bottom so all he can do it stand or sit thats how i fixed mine
