Have to move a quail nest...

I am landscaping next to my house and uncovered a nest of about 1 dozen quail eggs. I don't have an incubator and hate to throw them out, could I put them on a heating pad set on low and see if they hatch? Do quail sit on their eggs to hatch them? The parents have not come back since I started activity in the area and so they were probably not sat on but it is warm , up to 90 in the day and down to 70 at night, so wondering if the eggs are now dead and it would be a waste of time to try to hatch them. How many weeks does it take for quail eggs to hatch anyway/ I am just overrun with quail, they are everywhere. Thanks, Ray
 
Are these bobwhite? I believe they take 21 days. I also believe they lay in the neighborhood of 12 eggs before the sit on the nest. So they may or not have been nested. If you can keep the egg around 99-100F they should hatch in less then 26 days. It will be very hard tho without a temperature controller.
