He got out but left them alone... is that normal??

This is late in posting as I haven't been feeling that well enough to post my questions.
Anyways, my dad had to move a bit of stuff to put up the misting system for the flock. He moved a bit of old fencing that was sitting next to the newer fencing and there was a small opening.
Our 2yr drake Colonel got out and was sitting with our adult females AND our 9 week old females. When they got up to go get water to drink, he followed but left them alone. I kept trying to grab him but failed. He was still following them around and even sat with them again.
This is all weird to me since I know drakes are 24/7 horny and always want to mate with females no matter how old.

Why was he leaving them alone?
Could it be because it was around 103F?
Can I do supervised free range time for them?
 
He might be molting right now and going into his eclipse plumage. I've noticed mine dont mate as much or at all when they are molting. I have had drakes hurt ducklings badly before though when I only had a few birds. Right now I have so many the drakes have enough hens and never bother the younger birds.
