Heat Exhaustion or Egg Bound?

My oldest hen, Ethel, was in the coop this evening standing there panting pretty heavily. Its been about 106 today, and normally they're in the shade of the outdoor run about this time. Her tail is very droopy and she's walking slowly. She also let us pick her up (to move her to a dirt spot in the shade) and she NEVER does that. I only have 2 hens and Lucy is acting totally normal. I refilled the water with ice water and sprayed down the coop and run area to cool it off some, and we put a fan facing the shade in the run.
Because of the droopy tail, would it be that she's egg bound? These are my first 2 hens so I'm new to all of this. Just don't wanna lose her.
 
When I've had one get really hot, I've dunked her in a bucket of water (not cold, just air temp) and let her air dry. It stops the panting and the holding the wings out from the body. At those temps, heat stress is certainly the first thing that comes to mind. Some chickens just tolerate heat better than others.
 
Thank you. She seemed to perk up a bit when we put her in the dirt and put her in a shallow bath. She was hunting for bugs after that, but her tail is still droopy and she's walking funny.
