Heat lamp on or off?

I was wondering at what temperature I should turn my heat lamp on?

I have 10 hens, and a somewhat small coop (7 by 5 feet), and the heat lamp in the corner.
The hens have never had problems with the cold, at least not down to 15°f, but I was wondering how cold it should be for me to turn the lamp on?
I've heard turning the heat lamp on in winter could cause frostbite (I'm way to worried about frostbite, LOL), but it looks like its getting down to -7° tonight.

Is the negative 7 degrees Fahrenheit or Celsius?

I don't recommend using a heat source in the coop. My chickens do fine every year, and it does get below 0 sometimes at night. For the past couple weeks the days have been in the teens.
