Is a heat lamp at 100 wats in my coop of 38 inches tall safe?

I guess that you are worried about fire.
To have fire you must first have heat, oxygen, and fuel.
Without all 3 of these substances there is nothing that is dangerous firewise.

With all 3 nothing is absolutely safe.

I know that this is not the answer you want but the truth is that what ever you decide to do nothing is safe without first using common sense.
