Heat or Not

My Buff Orpington babies are 7 days old now. I've used a brooder plate and a heat lamp. They are in my garage which is insulated but Kentucky always surprises me. I've had the brooder plate on the middle setting with the top at an angle. I've been turning off the heat lamp when it gets up around 70 in the garage which is about 16in above the brooder. Last night it got down to 27 deg but it was 45 in the garage. A temp gauge above the brooder said 71. Is it time to take away the heap lamp and lower the brooder plate temp? They seem to be doing ok. twice they were in a ball in the corner of the brooder and when I turned off the heat lamp they came out of the corner. Any thoughts would be great.
