So we had our first overnight freeze last night and I want to get a heated water container, one with the heater in it. This is probably a dumb question, but is it ok if it gets the cord wet when it rains? We will have it up off the ground, but it will still get wet. This is our first winter with chickens.

I do not know, I just heat my water up every morning for them in the microwave.

If it's an extension cord specifically designed for outside use then it's fine. Just do frequent checks on the entire cord to make sure there are no tears or other damage.
