Heating pad questions for special needs chicken

I have a special needs chicken that can’t walk. I don’t know what is wrong with him, he isn’t injured and doesn’t have Mereks, so I’m stumped. However, he did walk when he was younger, at about 6 weeks old he started walking low to the ground, then he fell over and couldn’t get up, then he couldn’t walk at all. I rescued him(he was my grandparents chicken) and have been taking care of him for the last 2 months.

It’s starting to get cold though, and I’m thinking about what I need to do for winter. I have an old wooden doghouse I’m converting, I’m going to insulate it and was planning to hang a heating pad on the wall to give off a little extra heat, as he can’t sit and fluff up his feathers to keep warm. I don’t know what brands are good, thermostat or no thermostat, are seedling warmers with adjustable heat OK?
I live in Northern California, so it doesn’t get to cold, but we do get snow about 3-4 times a year. It also freezes a lot. I’d say the lowest we get is in the 20s somewhere.
I’d love to hear which pads you have had experience with, and if you’ve used them with shavings/straw.

No, he can’t come in at night, my dad won’t allow that.

I have used a regular heating pad, but one WITHOUT an auto off switch. I put it into a freezer ziplock, duct taped closed, and duct taped the connection of the cord of the heating pad to the extension cord.

With it setup that way I had no issues with the pad stuck into a cardboard box filled with hay.

However.... with that all said... I am a bit worried about if the chicken can't move at all he will have trouble moving closer or further away from the heat at needed.

He actually can move! He kicks his legs and can scoot very well. He can move to eat, and when I come into his pen he scoots towards me.
