i was wondering if i can start turning off my heat lamp nd put a heating pad for the night time my chick is 3 weeks going into 4 weeks
 
Depends on the temperature. I had the heat completely off mine at 3 weeks because it was so warm here, and they were already well feathered. Is it all by itself? Generally chicks will pile if cold.

yes it’s by itself and it’s inside my home and my home temperature is 76 but when i turn off the heat lamp it start chirping

Often they come to think of the lamp as a substitute mom and will complain loudly when it's shut off. If you are unable to get it some company you could try adding a mirror or something like a stuffed animal or feather duster for company. If it isn't used to a heat pad it won't know how to use it, and you may have to spend some time showing it how to use it.
