That's an odd ordinance. Did you ask why specifically the 2 acre lot? Do you know of anyone near you or in your town that owns chickens on something smaller? I would do your local research first, and find out why that law was even put into place.
 
I'm in MN and our city requires a minimum of 3 acres. Here's the kicker, we can have up to 100 chickens per acre with permit and 20 without a permit. Roosters are allowed.

My neighbor across the street has chickens, but only 2 acres of land, I very highly doubt anyone will question them due to so many chicken owners in the neighborhood. They even have a rooster.

Good luck. You need at least two hen. 3 would be better. We do not save any money though.
 
What town are you located in? I am in MN also so I am curious. I will help you in your fight to get some chicks! What a joke. You can get attacked my a dog but you cannot have a little chicken or two, lol What a messed up law!!
