Help Bullies or bugs?

This is our Easter egger beardy bot. She had a wonderful black beard that is missing..
It’s a new coop and beardy is not a year old. The others do tend to pick on her but I’m having a hard time picking a single hen as a culprit.
I have tried putting icky stuff on her but it’s certainly intense for her to have applied right under her nose so to speak.. she’s quick to get it off..
Any other thoughts.. I have the chicken goggles which I suppose I could put on a few to start and see if matters improve

She's been feather pecked/plucked. Flock mates sometimes pluck beards/crests from other birds in the flock.
