Help, can not create/edit a signature, new member

I am brand new here. I have visited the rules, FAQ, and the links recommended for new members. When I hoover over my Profile, and click "edit my signature" I get the message in a pop up "you are not permitted to edit this signature" I would like to create a signature and am unsure if I have missed a rule, I am doing something wrong, or if this is a bug.

You just need to post a little more, til the system recognizes you.
