Help caturnix quails assumed dead

10 quail eggs in made at home incubator. Temp has not changed - 37.5C - eggs turned several times a day. Stopped turning on day 14/15
Day 18 one quail pipped, 24 hours later found it unzipped and still in shell. When we pulled off shell it came off easily. Chick looked fully developed but sadly dead. No other chicks have pipped or hatched and its now day 20. We fear they are developed fully and dead. Struggled with humidity to get it above 50 until day 17 kept at 60-70% maybe dropped and then raised again. Could this kill all the chicks even before they start to pip? Very strange to only get 1 pipped and zipped then dead and the rest nothing. Would love some ideas. Thank you.
 
Incubate quail eggs at 30% humidity or lower. The didn't have enough air cell to breathe because they grew to large in the high humidity. Not only that but being so large would make it impossible to turn in the egg to zip out.
