HELP flab of skin hanging from chicken

So a neighbor of ours was getting rid of her chickens so we took them. She has no clue what breed but I think they are sapphire gems! This one has this weird skin hanging what can we do?!?
The other two have feathers missing from a part of their necks. Is it a disease?

Do we just leave it? It hangs into her eye. We might have to cut it

Maybe we could put a small rubber hair band on it until it dies and falls off, like banding a boy goat.

I wouldn't cut it at the moment, hopefully someone else can help you, because I personally would leave it.
