We have 5 good eggs in the bator and 2 hatched. One has partially cracked out but hasnt popped out. Its been like this since 8 PM last night. Should I help the chick out or leave it alone. The reason I am asking is because it looks to me like the hatched chicks are a little too warm. 99.2-99.5 is the temp.

In general, I won't help with a hatch until after 24 hours have gone by with no progress (there have been 2 exceptions, though). You can turn down the temp in the bator to 95, this will have no impact on the hatching eggs. To help or not to help, that is the question. Most people say, "NO TOUCHIE". If you open the bator you run the risk of shrink wrapping the hatching chicks, so be patient and wait.
