HELP ME WITH MY PEKINS PLEASE!!

So I have two (presumably) American Pekin ducklings about 5 weeks old. These are the first ducks I've ever owned so I need some help. When they first arrived and were smallwe kept them in a giant black Rubbermaid tub with cedarwood bedding and a red heating lamp. About 2 weeks later (they were about 3 weeks old) they spilt water in their tub. Me having no knowledge of ducks assumed they would be fine. The one duck was and he walks perfectly fine and is getting his feathers and quack and is growing normally. The other duck has almost no feathers and can't walk correctly, she also hasn't grown very much. I am very worried as I love ducks a lot and I would hater for her to get hurt. Does anyone know what is wrong or what I should do.
P.s. we don't know they're genders we only assume what they are.
They're also in a pen outside now

What have you been feeding them? Have you been supplementing their food with niacin? Normal chick starter does not have the niacin they need to develop properly so it must be given to them in their food or water. I use brewers yeast tablets.

Until they are fully feathered they need to be inside unless you have a brooder set up outside, not just a normal pen.
