Help my brother found a starving chicken and brought it to my house. Its a Silkie rooster, need new

My brother was jogging in a large canyon area and came across two starving chickens. Obviously dumped by someone. SO he picked them up and jogged back to his truck, a good mile away, with the hungry Silkies. He brought them to my house and they are about to come out of quarantine tomorrow. Unfortunately the white Silkie is a rooster. Young, but I have seen him crowing. He is not very loud but I can't have my neighbors calling animal control on me, I'm over my limit on chickens already. Any body who can provide a home for a Non bearded white Silkie Roo? I can drive him to your house. I'm in San Diego, but I could drive with in a day of san diego or into Arizona. He has a bonded Amber Silkie pullet with him, which I'm willing to keep if you don't want her. With all the fires in Cali I know it's tough at Human Society right now. Anybody?
