At 3 years of age, I'm assuming they molted in the fall. They can't lay eggs while growing a new winter coat. Plus the last couple months are the shortest time of the year if you are in the Northern Hemisphere.
A little protein boost wouldn't hurt them. Layer is 16% protein. While only one is laying, It may be a good time to switch to a 18% protein feed lower in calcium and just provide some oyster shell in a separate container for the one still laying.

Agree with above post.....I've found that as they get older it can take them longer to go back into lay after a molt and the shorter winter daylight hours have more impact. Some of my older hens don't start laying again until the days are really becoming noticeably longer. It can vary bird to bird and year to year. If they are acting normally otherwise then I would just wait for spring. Also, consider switching full time to a flock raiser rather than a layer feed, and offer oyster shell all the time separately. Too much calcium for birds that are not laying or not laying as much (older hens and roo's) can cause health problems down the road. Those that need the calcium will take it as needed from the separate feeder. I find mine do better on the 18% flock raiser in general.
