Help My chicks won't fluff up!!

It has been a little over 24 hours and the chicks are not fluffing up. They still look like they just hatched. Anyone know why??

Are they still in the incubator? Are they still actually wet (too high humidity)? Or are they dry, but their feathers are still laying flat and haven't fluffed up yet?

Well the bottom half of one is probably wet. It climbed into my water dish twice! It only barely past the top of his legs. I am not sure if they are wet or not. They are still in the incubator.
