Help needed with breed and gender

I was told that this was a Delaware hen when I purchased at 10 weeks. I don’t think it looks like that breed or to be a hen but I am new to chickens so please let me know if you know! Due to town ordinances, I am unable to keep a rooster. It seems to be very sweet and docile so I’d like to find it a good home if I need to. Should be around 13 weeks now! Thanks in advance!

I vote pullet. I have no experience with breeds other than RIRs but looking at pictures of Delawares that’s what she looks like. A rooster would’ve been very noticeable at 13 weeks.
 
Delawares should be barred on the neck, this is a Columbian Rock. That said, at this age, I would assume cockerel due to the size of the comb and wattles, but I don't see any saddle feathers popping out yet.
