Help! Neighbor Issues: Irresponsible dog owner

That's interesting and sad that freedom does not exist here in t US anymore. It's a shame that such laws must exist while it's sometimes less expensive and a great idea for those that can't have fences on their property's.
 
I think that the best thing to do is be a bad neighbor. If your neighbor isn't being responsible, then you can take matters to your own hands. Animal control would probably be the best solution.

Well, I'll tell you my solution. Call the animal control. When they don't solve the problem, buy a BIG live trap and start bringing them dogs.

I brought them one just yesterday (https://www.backyardchickens.com/forum/viewtopic.php?pid=5639388#p5639388)
my next message to him would be, "I have called animal control to come get your dogs. They were running loose again....

I don't leave messages, that would just make them mad at me for sure. If their dog "disappears" perhaps they'll have the sense to check with animal control, if not, not my problem.

Any dog that I KNOW has killed any of my pets won't get a second chance with animal control though.​

I think your neighbor should understand that you value your chicken as much as they value there pets. Sometimes there are people who aren't sensitive enough about other.
