HELP!!! Please help me figure out this dilemma! Its lockdown day!

This chick is a bantam egg...mom is red pyle OEGB and dad is a spangled OEGB or a tiny bb red oegb...i think spangled though.
Today is day 19!!!! I know, baby is way too small but its still moving!!!! Veining is still great also.
What do i do!?
It was growing fine until the ditzy hen(a frizzled satin) left her box for another and the egg got cold. She has not cared about the eggs, just in a trance the entire time being broody.
Do i put it in lockdown? Do i wait and see if it grows more and put in lockdown with another group?
Can it hatch being this small? Will it die before hatchig bc itll need to breath air but cant get out???
I really need help and opinions here!!! The other egg that is same date but been in my incubator, has internally pipped and air cell has detached more for hatching!!!

Don't put it into lockdown, I'd say it's only half incubated.
Put it into the incubator and check again in 7 days to see what progress it's made.

^ I agree with @BirdsBeesTrees, it doesn't look fully incubated.
I had a similar experience a couple years ago when a hen abandoned a nest. Eggs went under another broody hen and turned out just fine, albeit later than expected.

Even though i know for a fact i placed it 2/14??? Zero doubt this baby is at term as far as a chick incubation time...no chance for mistake. I wrote on the egg.
